Currently, Korea is expanding the scope of specialized industries in the region to develop high industry. After analyzing the advantages and limitations of the region, each region’s government will make proposals on technology needs and locations of industrial clusters, then the central government will consider and make selections.
In the area, there are currently about 15 national industrial complexes, built on an area of 40.76 million m2 with government support. In particular, the attraction of business investment focuses on the main industries which are high-tech industries such as future vehicles, semiconductors, nuclear energy and aerospace. Among them, some typical support policies are as follows:
Firstly, regulations related to restricted development zones (RDZ) will be relaxed to ensure the process of selecting the location of the complex takes place more conveniently, no longer a barrier to this development. Most complexes which are specialized Materials, Equipment, Parts, Equipment (MOTIE) Complexes or Urban Innovation Centers (MOLIT), National Advanced Strategic Industries, innovation zones (MSS),… are located mainly in non-capital areas.
Secondly, not only should production facilities be built, but also throughout the entire process of technological development are connected to nearby industrial centers (intermediary institutions, existing industrial complexes) to enhance the integrity of the ecosystem. In addition, talents in the high-tech and semiconductor fields will be trained locally by expanding school disciplines.
Thirdly, preliminary tests will be held in advance to ensure project completion on time, thereby contributing to accelerating the process of establishing industrial clusters. Additionally, the government also established the “Intergovernmental Promotion Group for the National High-Tech Industrial Belt” to ensure that businesses can participate in industrial complex projects right from the planning stage.
Finally, the Government established the Basic Plan for green and smart Industrial Complexes to respond to climate change and be carbon neutral, discussing measures to improve living conditions in the complexes industry to create a worker-friendly environment.
